The increasing use of
drugs and alcohol in our society is a threat to the workplace and to all
society. The problem is especially critical in Municipal Public Service
where public trust is involved and where safety is an absolute requirement.
The city government of Sweeny must use every means available to insure that a
safe environment is maintained and that the public trust is not violated.
Employees are subject to disciplinary discharge on the first violation of the
City's Anti-Drug Program.

Sexual harassment can
occur in many forms, including but not limited to: unwelcome physical contact,
verbal abuse, leering, gestures, and more subtle advances and pressure inviting
