Born in Dallas, Texas, in 1928, Mr. Piper is the son of
a Texas Ranger.
He graduated from Sweeny High School
in 1945; received a BBA degree in 1949 from Southwest
Texas State University in San Marcos, Texas, and
completed graduate studies at the University of Texas in
Austin, Texas, and at California Polytechnical
University in San Dimas, California.
Mr. Piper entered the foreign service
of the United States in 1954 and for the next 32 years
served abroad in Africa, Europe, and Latin America
interspersed with domestic assignments to the Department
of State in Washington D.C. and the U.S. Mission to the
United Nations in New York, N.Y. He is a former
U.S. Ambassador, was Executive Director of the Office of
the Secretary of State and a Senior Inspector in the
Office of the Inspector General of the United States.
Mr. Piper retired from the foreign
service in 1986 but continued to serve as a consultant
to the U.S. Department of State until April of 1995.
Elected Mayor of the City of Sweeny,
Texas, in 1993, Mr. Piper served 15 years until his
retirement in 2008.
